Yom Kippur-Traffic Holiday.
If you were driving in West LA on Monday you probably noticed how well the traffic was flowing. Monday was Yom Kippur (and my birthday) so Jewish residents stayed home in observance. Judging by how much faster the traffic was going you may have thought that half the population in West Los Angeles was Jewish. This is not the case. All cars are not created equal when it comes to traffic. Cars that are added after a roadway has reached its capacity cause exponential slowing. When a road way is not at capacity it will maintain a steady flow even with a rapid addition of cars. As soon as the capacity is reached, everything goes to sh*t.
I have always looked at traffic problems as a Tragedy of the Commons issue. “The Tragedy of the Commons is a type of social trap, often economic, that involves a conflict over finite resources between individual interests and the common good.” (from wikipedia) In Los Angeles, poorly regulated access to the roads has destroyed our shared resource. Nobody wants give up their use of the shared resource (roads), because to do so would bestow a benefit on residents who continued to irresponsibly overuse the roads. I’m not sure how many cars stayed off the road because of Yom Kippur. But, imagine if that many people decided to take public transportation or carpool everyday. Traffic problem solved. Unfortunately, the people taking the public transit would be burdened, and those that decided to drive would reap the benefit. Not really a fair deal.
London has implemented a tax for residents driving in downtown London. I am a big fan of taxes to influence accepted irresponsible behavior. I would love to see an increased city tax on Los Angeles residents that corresponded to the amount of miles driven, in high traffic areas. People that use our shared resources the most should have to pay more. Or we could go with the converse, people who don’t use shared resources as much should pay less.
